US Citizens Alternatives
No passports are required for US Virgin Islands travel.
When the new land and sea phase of the Western Hemisphere Travel Initiative (WHTI) by the Homeland Security and State Department goes into effect on January 31, U.S. citizens are reminded that they are exempt from needing a passport for travel to the U.S. Virgin Islands St. Croix, St. John, and St. Thomas.
The Western Hemisphere Travel Initiative passed by U.S. Congress requires that travelers, including U.S.citizens who travel via air, land or sea to and from the Americas, the Caribbean and Bermuda must travel with a passport in order to enter or
re-enter the United States. But since the U.S. Virgin Islands is a United States Territory, American citizens traveling to or from St. Croix, St. John and St. Thomas are considered not to have left the U.S., and thus do not need to present a passport. United States citizens can visit the State Departments travel website, www.travel.state.gov.
When traveling to the U.S. Virgin Islands, U.S. citizens enjoy all the conveniences of domestic travel -- including on-line
check-in -- making travel to the U.S. Virgin Islands easier than ever!
U.S. citizens traveling between the United States, Puerto Rico, and the U.S. Virgin Islands will continue to be able to use established forms of identification, such as original birth certificates and government-issued photo ID, to board flights and for entry.
- Proof of U.S. citizenship required
- Tickets and documents for return or onward travel required
- Vaccination: Not required
Acceptable Proofs of U.S. Citizenship
- U.S. passport (must be valid) -or-
- Certified copy of birth certificate plus government issued photo ID -or-
- Official U.S. government document verifying citizenship
- Certificate of citizenship
- Certificate of naturalization
- Consular report of birth abroad of a U.S. Citizen
NOTE: A Voter's registration card does NOT constitute proof of U.S. Citizenship.
Customs and Immigration/Duty-free shopping
You will clear both customs and immigration in St. Croix. One benefit of this

crowded airport. Shopping on St. Croix is duty free. Any U.S. resident, including children,
can return to the U.S. mainland with up to $1,200.00 worth of duty free imports, every 30
days. If your purchases exceed $1,200.00, the rate of duty is five percent on the next

duty-free, or six, if one of the bottles is produced locally.
